Chapter 1.
THE FOUNDATIONS OF THE CONSTITUTIONAL ORDER
Article 1.
1. The Russian Federation - Russia is a democratic federal rule-of-law state with a republican form of government.
2. The names of the Russian Federation and Russia are equivalent.
Article 2.
Man, his rights and freedoms are the highest value. The recognition, observance and protection of human and civil rights and freedoms is the duty of the State.
Article 3.
The highest direct expression of the power of the people is a referendum and free elections.
Article 4.
1. The Constitution of the Russian Federation and federal laws have supremacy throughout the territory of the Russian Federation.
2. The Constitution of the Russian Federation has the highest legal force.
Article 5.
1. State power in the Russian Federation is exercised by the President of the Russian Federation, the Government of the Russian Federation, and the courts of the Russian Federation.
Chapter 2.
HUMAN AND CIVIL RIGHTS AND FREEDOMS
Article 6.
1. Human and civil rights and freedoms are recognized and guaranteed in the Russian Federation in accordance with the generally recognized principles and norms of international law and in accordance with this Constitution.
2. Fundamental human rights and freedoms are inalienable and belong to everyone from birth.
3. The exercise of human and civil rights and freedoms must not violate the rights and freedoms of others.
Article 7.
Everyone is equal before the law and the courts.
Article 8.
Citizens of the Russian Federation have the right to assemble peacefully, without weapons, and to hold meetings and rallies without violating applicable laws.
Article 9.
Everyone has the right to receive free legal aid. It is mandatory for every detainee to provide legal assistance, both free and paid, if available.
Article 10.
No one is obliged to testify against himself, his spouse and close relatives, whose circle is determined by federal law.
Article 11.
A person has the right to free legal assistance provided by the State.
Article 12.
A person has the right to freedom of thought.
Chapter 3.
THE GOVERNOR
Article 13.
1. The Governor is the highest official of a subject of the Russian Federation (territory, region, autonomous okrug, city) who heads executive power in the territory of the subject of the Russian Federation.
Article 14.
1. The Governor is elected for a term of one year by the citizens of the Russian Federation on the basis of universal, equal and direct suffrage by secret ballot.
2. A citizen who has been residing in the Russian Federation for at least 8 years (permanently) may be appointed Governor.
3. You can run for Governor only from a party approved by the election commission.
Article 15.
Upon assuming office, the Governor takes the following oath to the people:
"I swear to faithfully serve the people, faithfully fulfill the high duties assigned to me by the Governor of the Nizhny Novgorod region, respect and protect human and civil rights and freedoms, and observe the Constitution of the Russian Federation and the Charter of the Nizhny Novgorod Region."
Article 16.
The Governor is authorized to amend the current legislation of municipal institutions and the charter of the Nizhny Novgorod region.
Chapter 4.
THE PROSECUTOR'S OFFICE.
Article 17.
The Prosecutor's Office of the Russian Federation is a unified federal centralized system of bodies responsible for overseeing compliance with the Constitution of the Russian Federation and the execution of laws, overseeing the observance of human and civil rights and freedoms, and conducting criminal prosecution in accordance with their powers, as well as performing other functions. The powers and functions of the Prosecutor's Office of the Russian Federation, its organization and the procedure for its activities are determined by federal law.
Article 18.
The Prosecutor General of the Russian Federation and the Deputy Prosecutor General of the Russian Federation are appointed by the President of the Russian Federation.

19.3. Prosecutors are inviolable persons who have the authority to monitor compliance with the law.

Article 20.
The State Duma is the lower house of the Parliament of the Russian Federation, the highest representative and legislative authority in Russia along with the Federation Council. In simple words, it is she who makes laws and listens to the requests of the peoples, actively communicates with them.

The State Duma is elected for a term of 21 days.
Article 22.
The procedure for forming the State Duma and the procedure for electing deputies is established by federal law.
Article 23.
A citizen of the Russian Federation who has reached the age of 21 (playing age) and has the right to participate in elections (to be a member of an approved party) and has no criminal record may be elected a deputy of the State Duma.
Article 24.
Deputies of the State Duma have the right to hold meetings among citizens.
Article 25.
Deputies of the State Duma must decide on changes to laws based on outside opinion.
