Assistance for Ministry of Internal Affairs / Traffic Police / FSB officers in conducting arrests (/arrest)

Practice shows that during operational-search activities and procedural detention, even experienced law enforcement officers sometimes make mistakes. It is precisely with the aim of minimizing such cases and improving the quality of service that this methodological material has been prepared.
Categorization of criminals by danger level
Depending on the number of "wanted stars", three types of offenders are distinguished:
• Criminal – 1–2 stars.
• Dangerous criminal – 3–4 stars.
• Especially dangerous criminal – 5–6 stars.
Rules and restrictions for single-person detention (solo)
Permitted:
• Single-person arrest of criminals with 1 to 4 stars inclusive, provided that the detainee does not offer active resistance, for officers with:
- 3rd rank in the Ministry of Internal Affairs;
- 1st rank in the FSB.
• Independent detention (without a partner) is permitted upon reaching 5th order (Lieutenant) in the Ministry of Internal Affairs and 3rd rank (Senior Warrant Officer) in the FSB.
Prohibited:
• Single-person detention of especially dangerous criminals (5–6 stars) regardless of rank.
• Conducting arrests using motorcycles and helicopters.
Important! Violation of these rules is qualified under clause 2.20 of the project rules and entails punishment in the form of Jail 60 / Warn.

The most common mistake is ignoring the identification procedure. Identity is established by one of two legal methods:
1. Checking the detainee's passport.
2. Searching the Ministry of Internal Affairs database through RP roleplay.
Example of correct roleplay using the "Granit" tablet:
/do The "Granit" tablet is in the pouch.
/me took out the tablet, logged into it.
/me scanned the detainee's biometrics, the database returned a response.
/do The identity of the detainee has been established.
If the detainee is wearing a mask, it must be removed:
/do Mask on the detainee's face.
/me with a smooth movement of his hand removed the mask from the detainee.
/me secured the mask with a carabiner on the tactical belt.
/do The mask has been removed from the detainee's face.
After removing the mask, identity is established via the "Granit" tablet following the standard procedure.
Step-by-step detention algorithm
Step 1. Arrival and initial contact
If the wanted person is not resisting and is not trying to flee — you approach, introduce yourself and display your ID in open form. If they attempt to escape — you use a taser, write /hold, and only then proceed to procedural actions.
Step 2. Identification
After the introduction, you demand that they provide a passport. If they refuse — you search the Ministry of Internal Affairs database. Having confirmed that the identity is established and there is no mask, you are entitled to state the reason for the detention.
Step 3. Procedural rights and guarantees
During the detention, you read aloud the detainee's rights and clearly state the reason. If the detainee requests a lawyer — you are obliged to call one and ensure compliance with all the rights they request.
Step 4. Delivery
After all procedures are completed, you transfer the detainee to the pre-trial detention cell using the command /arrest.
