CHAPTER I.​

General Provisions. 1.1
The Code of Administrative Offences of the Russian Federation (Code of Administrative Offences of the Russian Federation) is a codified normative act regulating public relations in bringing to justice for committing an administrative offence.
2.1 The following persons have the right to hold citizens accountable for their offenses:

• Territorial courts;
• Territorial bodies of the Prosecutor's Office;
• Territorial bodies of internal affairs;
• Territorial bodies of the FSB of Russia.

3.1 Persons authorized to bring citizens to administrative responsibility are required to perform office work strictly in accordance with the procedure established below:

• To establish the identity of the citizen in respect of whom administrative records management is carried out;
• Explain to the citizen that administrative proceedings have been initiated against him;
• Draw up a protocol or resolution on an administrative offense in the presence of a citizen and let him fully familiarize himself with it.;
• Transfer the protocol or resolution to the Department for the enforcement of administrative legislation.

4.1 Inviolability.

• Officials with immunity are prohibited from detaining and conducting any legal proceedings against them.
• Inviolability is valid only if the official has provided his data and indicated the existence of inviolability.

CHAPTER II.​

Administrative offenses in the field of public order
2.1 Prostitution | a fine of 200$.
2.2 The expression of rude obscenities in a public place | 150$ fine, administrative arrest for a period of 24 hours (1 level of the wanted list).
2.3 The use / sale of narcotic substances | a fine of 300$, imprisonment for a period of two years (2 levels of the wanted list).
2.4 Drinking alcoholic beverages in a public place | 150$ fine.
2.5 Smoking tobacco products in a public place | 100$ fine.

Administrative offenses in the field of road safety
